Eastern Yacht Club i Boston inviterer til J/70 regatta

The EYC/ICOYC Invitational Regatta is a fleet racing regatta held in J/70 Class yachts. The regatta is hosted by the Eastern Yacht Club in Marblehead, Massachusetts. The Organizing Authority (OA) is the Eastern Yacht Club (“EYC”).

I       RULES

1.1    The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS).

1.2    Certain prescriptions of US SAILING to the Racing Rules of Sailing  will apply and will be issued as an Addendum to this Notice of Race (“NOR”).

1.3    The current International J/70 Class Rules (the “J/70 Class Rules”) will apply.

1.4    Minimum Equipment: The minimum equipment required to be on board shall include:

•        One anchor and chain combined not less than 5kg in weight with at least 40m of rode with minimum diameter of 8mm;

•        One bucket of not less than 9 liter capacity; one manual bilge pump;

•        One operational VHF radio; one marine first aid kit;

•        One throwable flotation device;

•        One main companionway hatch; one main companionway drop board;

•        Two fenders and two mooring lines.

1.5    Optional Equipment: Any equipment in addition to that listed in NOR 1.4 shall conform to the J/70 Class Rules.

1.6    WS Sailor Classification Code, Regulation 22 will apply. Information on how to apply can be found at www.sailing.org/classification. The driver and all crew members shall have a valid ISAF Sailor Classification as a Group 1 competitor.

1.7    In addition to penalties that may be imposed by the Jury, the Sailing Instructions and charter agreement will contain language that permits the OA to remove from the regatta any Team that, in the opinion of the OA, the Race Committee or the Jury, is handling their yacht in an unsafe or dangerous manner.

1.8    RRS 62.1 is changed by adding new section (e) that applies to yachts and equipment in yachts provided by the OA as well as to all provided sails:

(e)     catastrophic physical damage not falling within RRS 62.1 (b) which was due to defective supplied equipment and which a reasonably competent crew would not have been able to avoid or promptly repair.

1.9   All approvals by the OA hereunder may be given by the Event Chair, the Sailing Director, the Primary Race Officer for the regatta or by others designated by the OA from time to time.

2.1    All yacht clubs who are members of the International Council of Yacht Clubs (ICOYC) are invited to apply to the OA for inclusion in the regatta.  Yacht clubs who are not members of the ICOYC may be invited to apply at the discretion of the OA.

2.2    The OA will arrange for the charter of private J/70 yachts for use by the participants; however, participants may bring their own yachts so long as such yachts conform to the J/70 Class Rules. Yachts brought by participants are subject to NOR 4.5, 4.6 and 6.2.

2.3    The charter period and charter fee are described in NOR 4.2 and 4.3. Sails for the regatta shall be provided by the OA.  The sails will include a mainsail, jib and spinnaker. Other sails, including any sails that come with a chartered or owned boat, shall not be used or be on board unless, in the case of an emergency, approved by the OA.

2.4    All yachts shall be kept on moorings assigned by the OA beginning no later than 1800 on Tuesday, September 2 through the end of racing on Friday, September 6, unless specific exemption has been granted by the OA.

2.6    All yachts, including yachts brought by participants, will be standardized by the OA to ensure as level a playing field as possible. This includes, but is not limited to, the following provisions:

a)      Rigs will be tuned equally and preset by the OA before the regatta to match the provided sails. Rig tension shall not be adjusted by the competitors.

c)      Forestay length shall be preset by the OA and shall not be adjusted by the competitors.

d)      The OA may adjust the rig tune and/or forestay length of the entire fleet to match anticipated conditions.

e)      Competitors wishing to change any rig tuning adjustments shall request to the OA in writing that the change be made by the OA. Requests on the water may be made by VHF to the Principal Race Officer but a written report of the request shall be submitted immediately after coming ashore. The OA has final authority in deciding whether an adjustment will be made and will not be inclined to approve such adjustments.

f)      After September 1, 2019 competitors shall not clean the bottom of their yacht or cause or arrange for such cleaning.

g)      Yachts shall not be hauled from September 2-9 without specific permission from the OA.

Acceptance of the invitation shall be made by submitting the Acceptance Form attached hereto together with an entry fee deposit of US$2000.  The Acceptance Form should be mailed or sent by email to the Event Chair at the address appearing at the end of this NOR. The balance of the entry fee referred to in NOR 4.1 shall be due January 15, 2019. Once paid neither the deposit nor the entry fee balance shall be refundable.
